Somalia Has a Finite Border

My name is Bashir Sheikh Mohamed, and I am a Somali diplomat who worked at the Somali embassy in Stockholm during the time when he was the ambassador of the great fighter Abdullahi Ise Mohamud (may God have mercy on him). On May 07, 1979, when Mr. Abdullahi Isse (AHN) went to Norway to operate the Western GECO oil exploration company, I was the person appointed to be the Chargé D’affaires of the embassies that were open to us in the countries. Sweden, Denmark and Norway (See verbal note) [1] .

Although the United Nations has recently blocked theIS-AF-GARAD agreement, it has taken nothing from it. Yet there is still a great danger that deserves great attention. These days, there are reports coming out of the Istanbul conference that the Somali territory has no legal border, and it is said that a border should be made for it.

The nomination telex [2] sent from Mogadishu in 1979 As we said above Mr. Abdullahi Isse (AHN) who was then the ambassador of Somalia in Stockholm (Sweden) reached an agreement with the company WESTERN GECO which is headquartered in Norway. In 1980, the company began to explore for oil in Somalia’s waters, with the first phase exploring oil wells from Ras-Kamboni to Barawe. The second phase is from Barawe to Hoboyo.The search for fuel took two months, and then to find out the results of the search, the ship that was doing the work went back to its base in STAWANGER – Norway. Later, they told us that they found two huge holes in that part of the Somali sea area that they investigated. They told us that the oil reserves in those two holes are more than the oil reserves in the entire country of Norway, as Norway is described as the country with the most oil reserves in Europe.The WESTERN GECO company, being proud of its success in petroleum exploration,wrote a report on the matter in the Warside (Bulletin) that comes out once a month and was owned by the company. And they conveyed their news to the oil exploration companies to show them the success they have achieved in the oil exploration in Somalia. Since 1960, Somalia has been explored for oil by many companies including: AMOCO, CONOCO, PHILLIPS, CHEVRON, SHELL-(PECTEN), ARCO, AGIP, ENI, SINCLAIR, Total Fina-ELF (French company). These companies have the agreements they entered into with the governments of the countries that have passed since the flag was raised. And these companies own the oil exploration rights at sea and tomorrow. When these companies got the news written in the Western Geco bulletin, they woke up and gathered together in Somalia, debating and opposing why the Western Geco company was allowed to search for oil in the Somali sea. And these companies argued that the international agreements signed with them were violated. The Somali government had to immediately stop the exploration of oil from the Western GECO company, as the agreement was to explore the entire Somali sea. The investigation, which cost 10 million dollars , was paid by the Norwegian government. The cost of the first investigation was $2 million dollars , and the remaining eight million dollars was returned to Norway and they said that we intended this cost for petroleum
research. And there ended Norway’s hopes for oil from Somalia.

    In recent years, Norway, taking advantage of the chaos and lack of government in Somalia, has once again tried to revive its desire for Somalia’s oil, which it is still impatient with. Unfortunately, the Norwegian government has gone the wrong and illegal way. We are all aware that Norway has been conducting oil exploration on the border between Somalia and Kenya in recent years. We are also aware of Norway’s active role in theIS-AF-GARAD agreement signed by Kenya and Somalia. Another surprising issue is the role of the United Nations and its envoy for Somalia,Ahmed Oloude Abdalla, in the attempt to invade Somalia. Don’t Give Up on the Marines Yet!! | Eng. Mohamed C. Ibar It is also surprising that the current meeting (ended on May 23, 2010) between Turkey and Somalia is legalizing the sea (through fishing). Why do those who are not considering these issues ignore the international agreements that Somalia has already entered into that show that Somalia has the right to petroleum in the sea up to 200 nautical miles (370km)? Are those who represent Somalis not aware that Somalia has laws that clearly show the boundaries of Somali seas that are recognized by the world, and that it has entered into international agreements? Finally, I call on the Somali people to strongly oppose our attempts and agreements to steal their land and resources. No one is missing today, and we must join hands and do our best to defend our country.
